Abstract
Although some reports have shown the performance of the construction industry to be improving, it has yet to find a solution to ensure high performance on construction projects and services. Over the last 18 years, many public organizations have tested a revolutionary model created out of Arizona State University, called the Performance Information Procurement System / Performance Information Risk Management System. The test results have indicated that the model has the ability to ensure high performance on construction projects. This paper presents results of a literature review performed by a doctorial candidate, identifying different characteristics of the PIPS/PIRMS model from traditional management models. These characteristics could show why the PIPS/PIRMS model has been able to sustain performance while traditional models have fallen short.
