In 2009, the State of Idaho partnered with the PBSRG to test the PIPS process on the provision of a student health insurance consortium between Boise State University, Idaho State University, and Lewis-Clark State College. Since the student health insurance consortium test application, the State has partnered with the PBSRG to test the PIPS process on a the provision of the IDOC offendor health care service.
