Summary Bio

Jacob is a program manager at PBSRG and a lecturer at ASU. He earned a doctoral degree in Supply Chain at Delft University of Technology.   He is the developer of the no-influence leadership theory, the theoretical basis for best value procurement.   Jacob was the lead researcher in the State of Oklahoma’s procurement office implementing best value; the results include 12 projects estimated at $115M budget where the best value was 71% lower, and 100% on-time.   He is also responsible for the best value education and implementation service projects at ASU (Network, Helpdesk, and Television).   Also lead for Schering Plough on 11 service projects which resulted to 50% cost savings. His other projects include the State of Alaska and the Idaho DMV on IT service agreements. He is currently working with the Arizona Department of Environmental Quality to over haul their vendor selection process and performance measurement system.   When he’s not working on projects Jacob teaches an undergraduate class he developed which introduces the best value concepts. It is one of the highest rated classes both in the business and construction schools at ASU.   He is also an accomplished author.
