Low-Bid vs. Best Value Implementation of Best Value in Polk County, FL

Implementation: 2006 – Current 

polk-county-signOn February 18, 2009, Polk County, Florida adopted a resolution authorizing the Procurement Director to make awards based on Best-Value Procurement (BVP) processes.  Since introducing BVP into the Polk County procurement procedures, the county has completed numerous BVP-awarded projects that differ in overall cost, design, scope, schedule, and ultimately, vendor selection.  BVP has proven itself beneficial in terms of value-added engineering and design (cost-savings), fostering a team approach between all stakeholders, and reducing overall risk to the owner.
