Value Based Project Delivery: What's Happening in Canada

City Procures Exciting New Projects Using ASU Best Value

City of Spruce Grove

The City of Spruce Grove recently implemented the Arizona State University Value Based Project Delivery Model in tendering two projects; Multi-Facility Janitorial Service Project and Multi-use Sports and Recreational Facility Project (through Construction Manager at Risk). Six vendors proposed on the janitorial project and seven on the sports and recreation center.

An Alberta based janitorial company, Bee-Clean Building Maintenance, clearly demonstrated their expertise and understanding of the project and contracted for the services at 38 percent below the city’s budget. Bee-Clean used their past performance and expertise with previous projects, and provided a detailed and thorough understanding of the security requirements for the police facility portion of the contract. Using this local company and their on-call janitorial service, with 1,500 employees, allows the City of Spruce Grove to have access to the cleaners around the clock for emergencies. The vendor has embraced the Best Value process and has integrated its internal quality reporting into the project’s weekly risk report. The estimated value over a three year period for the janitorial service is $530,000

The $10M Sports and Recreational Facility Project will provide the city with flexible multipurpose recreation space which will be used for a variety of activities, including gymnastics, various indoor sports, and community meetings, as well as a sports museum and a non-profit office space. The project will incorporate an inviting foyer, reception area, city staff offices and community storage space. The City is currently in the Pre-Award/Clarification Phase of the delivery model.
