Value Based Project Delivery: What's Happening in Canada

Impacts of First Best Value Project in Nova Scotia

Dalhousie University

Dalhousie University has awarded the first Best Value project in Nova Scotia with great success. The Dalhousie team found that the risk-focused proposal and interview process provided ample justification for the selection of the non-low bidder, which otherwise would have been difficult to justify by traditional processes.

Dalhousie is highly satisfied with the awarded contractor’s performance on the project, which is currently projected to finish ahead of schedule due to innovations generated by the contractor during project execution. We plan to release a full performance summary after the holidays.

In the Works

University of Manitoba.

Efforts are currently underway to implement the value-based process on the University’s food service contract, with construction-related procurements to follow later this year.

Simon Fraser University.

The University recently released their first Best Value RFP in October 2013 - “eForm and Workflow Automation Solution”. The IT project will replace their paper form based processes with an automated ePAR solution.

City of Spruce Grove.

The City’s first project is the provision of a three year, $775K janitorial services contract. The awarded company will provide services for City Hall, Public Works, Library, and other locations.
