Dalhousie University (Dal), located in Halifax, is the largest public research university in Nova Scotia.  Dalhousie serves more than 18,000 students and has more than 1,000 faculty and staff.

In 2013, the Dalhousie University formed a strategic research partnership with the Performance Based Studies Research Group (PBSRG) at Arizona State University (ASU).

Dalhousie plans to implement the Best Value Business Model in the areas of capital construction, facility management, business services, and information technology.  Dalhousie's organizational objectives include the application of performance measurement systems to increase the accountability of selected vendors and professionals over the contract lifetime and formalize procedures for mitigating and documenting risk impacts.
