Comprehensive Tax System
Project Overview
Oregon Department of Revenue("DOR", "Agency" or "Department") is looking to replace its core systems with a Comprehensive Tax System (CTS), including Data Warehouse and Business Intelligence tools as described below. This project will be funded by increased revenue generated from implementation of the CTS solution. The successful Proposer will be required to provide initial funding for hardware, software, custom development, and implementation services; and will be paid from a negotiated portion of the increased revenue generated through the CTS solution up to a fixed price amount. Agency recognizes that there are a number of ways to approach the core systems replacement project. Proposers are invited to recommend Proposer's approach, with consideration for both increased revenue and risk management.
The purpose of the Comprehensive Tax System is to:
1) Increase compliance and revenur
2) Increased flexibility in tax administration
3) Improve customer service
4) Increase overall efficiency
The core systems replacement is an investment in Agency staff, processes, and technology that must provide a significantly positive return on investment to Oregon taxpayers. The proposed solution must provide value through reduced Agency risk, increased revenue to Oregon, a more productive and responsive workforce, a lower total cost of ownership for Agency systems, and adaptability to changing business needs and advances in technology.
