Home to more than 1.4 million residents, Phoenix is the sixth most populated city in the United States and the capital of the state of Arizona. Delivering quality, efficient and cost effective services to Phoenix residents and businesses is the cornerstone of the organization's commitment to public service.
In 2011, the city of Phoenix partnered with the Performance Based Studies Research Group (PBSRG) at Arizona State University (ASU) to assist with a complex procurement and determine if there were improvements that could be made to the city's process.
The city of Phoenix is committed to testing the PIPS process to ensure the best use of funds within its procurement process. The first pilot project was the operation and maintenance of their two Materials Recovery Facility’s (MRF) Process System and Marketing of Recovered Materials. Phoenix plans to identify additional projects to test under the best-value program in the near future.
